Many workplaces are too small to have an HR department or even a staff member designated as being responsible for HR in that workplace. The fact that the owner/operator of the business is very good at business, finances, investment, and production of goods and/or services, does not necessarily mean he or she also has the required skills to deal with issues in the workplace, including alleged harassment and/or conflict.
